Hong Kong adds more countries to high-risk list
Belgium has been added to the Hong Kong government’s list of high-risk places since November 3 and Turkey will be included from November 13.
Any traveler arriving in Hong Kong from the high-risk list of 14 countries is required to provide additional documentation before gaining entry to Hong Kong.
This additional documentation also applies to any travelers that have stayed in the below list of countries over the past 14 days before their flight.

From November 13, any traveler arriving from anywhere outside China, Macau, or Taiwan must provide confirmation in English or Chinese of a room reservation in a hotel in Hong Kong for at least 14 days beginning on the day of their arrival.
Operators must submit a confirmation that each passenger holds this hotel confirmation to the Department of Health (DH) before their aircraft lands in Hong Kong.
Documentation required
- A certificate from a laboratory with traveler’s ID and verifying that the traveler tested negative for COVID-19 within 72 hours of traveling to Hong Kong
- The original laboratory report
- A laboratory certificate of ISO-15189 accreditation/documentary proof of local government recognition of the laboratory
- A hotel booking of 14 days in Hong Kong from their arrival
- Operators must submit a document for each flight traveler, indicating fulfillment of the above
All documents must be submitted and accepted by Port Health before the aircraft may operate to Hong Kong.

Penalties for non-compliance
If operators fail to comply with the requirement to provide information or are found to provide information that is false, they will be liable on conviction to the maximum penalty of a USD $50,000 fine and imprisonment for six months.
If a traveller fails to comply with the requirement to provide information or is found to provide information that is false, they will be liable on conviction to the maximum penalty of a USD $10,000 fine and imprisonment for six months.
