Mexico APIS Underway – Mexico began implementing new Advance Passenger Information System requirements on September 17.  

Operators of all private and charter flights need to follow a two-step submission process.  

The first submission must be made two hours before departure for both inbound and outbound flights. 

A second submission that confirms details of the passengers and crew on board must be sent once the doors are shut just before the aircraft takes off.  

Operators have three options for submissions:  

Via ARINC: According to Mexican Immigration APIS regulations, ARINC is the only authorized vendor for submitting manifests. You can set up an account directly and submit through their portal. 

Via email: A completed Excel spreadsheet can be emailed to apisinm@inami.gob.mx.  

Via a third party: Your trip support provider can submit via ARINC or through email. The email method is limited to four trips to or from Mexico per year.  

Failure to comply may result in fines.
