Flight Operations to ASEAN Summit, Kuala Lumpur

The Malaysian capital will host the 47th ASEAN Summit from October 26-28. The event will see an increase in VIP and business jet movements with Heads of State, Ministers, and senior government delegations traveling to the city during this period.

Here is what operators need to know about flight operations to ASEAN Summit, Kuala Lumpur.

Malaysian Permits

Malaysian Immigration and Entry Requirements

Operators should note that all foreign (except Singaporean) passengers and crew are required to fill up the Malaysia Digital Arrival Card (MDAC) at https://imigresen-online.imi.gov.my/mdac/main before arrival in Malaysia.

All International inbound flights to Malaysia must provide the valid Certificate of Residual Disinsection before arrival Malaysia or handover the used/empty spray can upon arrival Malaysia with Gendec signed by crew.

Malaysia Digital Arrival Card (MDAC)

  • All foreign nationals, including private and charter aircraft passengers and crew (except citizens of Singapore), must complete the MDAC at least 3 days before arrival in Malaysia.
  • The MDAC must be submitted online and shown to immigration officers upon entry.
  • Operators should ensure passengers and crew complete this ahead of time to avoid delays at Immigration checkpoints.

Certificate of Residual Disinsection

  • All international inbound flights must comply with Malaysia’s Aircraft Disinsection Protocol:
  • Present a valid Certificate of Residual Disinsection prior to arrival, OR
  • Surrender the used/empty insecticide spray can upon arrival, along with the General Declaration (GenDec) signed by the crew.
  • Failure to comply may result in inspection delays or fines from the Department of Quarantine and Inspection Services (MAQIS).

Additional Entry Notes for Passengers and Crew

  • Crew visa exemption: Crew on duty typically do not require a visa if they are listed on the General Declaration, but confirm this with your trip support provider, especially for extended stays or non-scheduled operations.
  • Passport validity: Ensure 6 months minimum validity on all crew/passenger passports from date of entry.
  • Health screening: While most COVID-19 protocols have been relaxed, operators should stay informed of any temporary health advisories issued during high-profile events like the ASEAN Summit.
  • Diplomatic/official flights: If you're carrying government or diplomatic personnel, advance diplomatic clearance and coordination with Malaysia's Ministry of Foreign Affairs is required.

About the ASEAN Summit

The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration (Bangkok Declaration) by the Founding Fathers of ASEAN: Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam joined ASEAN on 7 January 1984, followed by Viet Nam on 28 July 1995, Lao PDR and Myanmar on 23 July 1997, and Cambodia on 30 April 1999, making up what is today the ten Member States of ASEAN.

The ASEAN Summit is the highest policy-making body in ASEAN comprising the Heads of State or Government of ASEAN Member States.
