COP29 Baku Operational Updates – It’s less than two weeks until the 2024 UN Climate Change Conference (COP29) gets underway in Baku, Azerbaijan.
Increased traffic at Heydar Aliyev International Airport (GYD/UBBB) will see new flight planning and operational procedures introduced between November 5-20.
Due to the imposed slot regulation, all operators must email slot applications and landing applications to the CAA.
- Flight applications pertaining to COP29 must state that the purpose of the flight is “COP29”
- Operators must secure a landing permit and slot approval to operate to GYD
- API data must be presented in the general declaration to both the CAA and local handler
- FPL must be submitted 3 hours before EOBT
- Any deviation from approved slots is strictly prohibited
- The indication of remark “COP29” in the flight plan of flights possessing relation to COP29 is must
- The aircraft turnaround time is 2 hours, parking is not allowed
Passenger procedures
- Passenger luggage must be delivered to the terminal no later than 3 hours before ETD
- In order to accelerate immigration procedures, it is recommended to supply passengers passports to the terminal 3 hours before ETD
- Passengers must secure visas before arrival

Crew procedure
All Crew members have must hold valid passports, crew IDs and General Declaration with their names listed on it and this admits them to stay within the boundaries of the Azerbaijan Republic for 72 hours without visa;
- Crew must not exceed the 72 hours stay time limit unless they hold a visa

- It is highly advisable to refuel sufficiently at origin airport as there will be high demand for fuel at GYD during this period
- Crew should present at airport at least 3 hours before ETD to avoid undesirable delay on departure
