Introduction to GCAP Registration

All non-UAE based aircraft operators are now required to register their fleet details with the UAE General Civil Aviation Authority (GCAA) under a mandatory GCAP registration requirement. This requirement applies to foreign registered operators conducting commercial operations into the United Arab Emirates and introduces a standardized identification process through the issuance of a GCAP number.

The GCAP number is a unique identifier assigned to foreign operators once their fleet registration details are approved by the UAE GCAA. Its introduction reflects the authority’s requirement for structured oversight of foreign commercial aviation activity operating within UAE airspace. For foreign operators, GCAP registration is now a prerequisite for flight operations into the country.

Once issued, the GCAP number must be referenced in every filed flight plan for operations into the UAE. Without a valid GCAP number included in the flight plan, operators may face rejection of their planned operation. This requirement applies uniformly across commercial flight types and is mandatory for compliance with UAE aviation procedures.

The GCAP framework is applicable to both passenger and cargo operations, and it applies regardless of whether the operation is scheduled or non-scheduled. The requirement does not apply to technical stops, state flights, or private flights, which are explicitly excluded from GCAP registration obligations.

Who Must Register for a GCAP Number

GCAP registration is mandatory for foreign registered commercial aircraft operators planning to conduct operations into the UAE. This includes both passenger and cargo operators operating international commercial flights.

The requirement applies to:

  • Foreign commercial passenger operators
  • Foreign commercial cargo operators
  • Scheduled commercial flights
  • Non-scheduled commercial flights

Operators falling into any of these categories must ensure their fleet details are registered with the UAE GCAA and that a valid GCAP number has been issued before flight planning activities commence.

Certain operations are exempt from GCAP registration. These exemptions include:

  • Technical stop operations
  • State flights
  • Private flights

Operators conducting only exempt flight types are not required to obtain a GCAP number. However, any foreign operator planning commercial passenger or cargo activity into the UAE must comply with GCAP registration requirements before operation.

How to Get a GCAP Number

To obtain a GCAP number, foreign operators must register their fleet details with the UAE General Civil Aviation Authority. The registration process requires the submission of operator and aircraft information to allow the authority to issue a unique GCAP identifier.

Operators are required to apply for GCAP registration in advance of their intended operations. Applications should be submitted at least ten days before the planned flight into the UAE. This advance timeline is required to ensure sufficient processing time for fleet registration and GCAP issuance.

Once issued, the GCAP number is valid for a defined period. A GCAP registration remains valid for up to two years, after which operators may need to renew or update their registration details in line with GCAA requirements.

Flight Planning Requirements

Flight plans submitted without a GCAP number where required may be rejected. As such, accurate inclusion of the GCAP reference during flight planning is essential to ensure operational acceptance.

Special consideration is required for charter, wet-lease, and codeshare scenarios. In such cases, operators must ensure that the correct GCAP number is included in the flight plan in accordance with the operational structure of the flight. Compliance with this requirement remains mandatory regardless of the commercial arrangement underpinning the operation.

The inclusion of the GCAP number in flight planning serves as confirmation that the operator has completed the required registration and is authorized to conduct commercial operations into UAE airspace.

Exemptions from Carrying the GCAP Number

Certain operators may qualify for an exemption from carrying the GCAP number in their flight plans. Operators conducting more than 300 flights per year into UAE airspace may request an exemption from this requirement.

Such exemptions are not automatic and must be formally requested. Operators seeking exemption must meet the specified operational threshold and follow the applicable request process as determined by the UAE GCAA.

Even where an exemption is granted, operators remain subject to all other applicable regulatory requirements associated with foreign commercial operations into the UAE.

Additional Regulatory Obligations

In addition to GCAP registration, foreign operators conducting commercial flights into the UAE are required to register as a Foreign Operator (FOR) under Civil Aviation Regulation Part IV.

Registration as a Foreign Operator places the operator within the UAE regulatory framework applicable to foreign commercial aviation activity. Operators registered under CAR Part IV are subject to oversight measures that may include ramp inspections and safety compliance checks.

Foreign operators may also be subject to additional oversight related to safety compliance and SAF-related requirements where applicable. These obligations form part of the broader regulatory structure governing foreign commercial aviation operations in the UAE.

Compliance with GCAP registration does not replace or negate the requirement to comply with other applicable regulatory obligations. Operators must ensure that all required registrations and approvals are in place prior to operation.

Penalties for Non-Compliance

Failure to comply with GCAP registration requirements may result in operational consequences. Flight plans submitted without a required GCAP number may be rejected, preventing the operation from proceeding as planned.

Non-compliance may also expose operators to additional regulatory actions, including ramp inspections. In cases where required registration is not in place, operators may face grounding of aircraft or potential restrictions on services.
