Mexico Blanket Permit for Private and Charter Operations – All operators flying to Mexico are subject to different landing permit requirements., and these depend on the types of flights being operated.

The Mexico Blanket Permit is applicable for scheduled and non-scheduled commercial, cargo and ambulance operators.

Timeline

  • Officially quoted at 6–12 months for new applicants
  • Some operators secure approvals faster, while first-time applicants may experience the longer end of this range
  • Once issued, the IBP must be renewed annually, with updates to insurance, fleet, and operator documentation

Process and Stages

Mexican Security Manual :

  • Mandatory under recent security regulations
  • Known as the most challenging step; AFAC often issues multiple denials before acceptance
  • With proper preparation, approvals are achievable on first submission

Convalidación (Mexican AOC):

  • Validation of the operator’s AOC and fleet documents with AFAC
  • Results in a “Mexican AOC,” valid for 2 years and amendable at any time to add/remove aircraft
  • Considered almost as important as the IBP itself by some airport authorities

Insurance Validation:

  • Submission of valid worldwide and Mexican-compliant insurance policies for approval

Formal IBP Request:

  • Final submission once the above three approvals are obtained
  • Permit covers the entire fleet under the operator’s AOC (not individual aircraft)

Requirements

Aircraft must comply with NOM-008-SCT3-2002 (Mexican law), requiring:

  1. ELT
  2. FDR
  3. CVR
  4. Transponder
  5. TCAS/ACAS
  6. GPWS/EGPWS
  7. ADS-B Out
